HomeMy WebLinkAbout2011-06-30 Wk SessionBUDGET U1!ORK SESSBON OF THE EULESS CITY COUNCIL June 30, 2011 A budget work session of the Euless City Council was called to order at 5:30 p.m. on Thursday, June 30, 2011, in the precouncil meeting room of the Euless City Hall, 201 North Ector Drive. Those attending included: Mayor Mary Lib Saleh Mayor Pro Tem Donna Mickan Council Member Tim Stinneford Council Member Leon Hogg Council Member Linda Martin Council Member Perry Bynum City Manager Gary McKamie Deputy City Manager Loretta Getchell Assistant City Manager Chris Barker Deputy City Secretary Kim Sutter Council Member Glenn Porterfield was not present. Darl Easton was a citizen who was present. Deputy City Manager Loretta Getchell presented an overview of the current year's financial position, and presented a preliminary fund balance summary for the 2010 -2011 fiscal year, including the following: - Tax Rate - Insurance and Benefits - Risk Management - Equipment Replacement - Hotel /Motel - Half Cent Sales Tax - Crime Control District - Car Rental Tax - Water and Sewer Revenues City Manager Gary McKamie addressed the City Council regarding the Water and Wastewater rate stabilization and the proposed Capital Improvements Program. Assistant City Manager Chris Barker addressed the City Council regarding the Bear Creek reclaimed water line project. City Manager McKamie presented and discussed the projects that have been presented and are currently unfunded. Budget Worksession Minutes Page 2 of 2 June 30, 2011 City Manager McKamie presented plans for the indoor and outdoor aquatics center and the Texas Star Sports Complex renovations. Deputy City Manager Getchell presented the five -year Capital Improvement Plan. General discussion ensued related to the rental /use of the Ruth Millican Center, the Fuller House, and the Simmons Center. City Manager McKamie reviewed the Capital and Supplemental requests by department, including the rankings of each. Deputy City Secretary Kim Sutter outlined the options available to the City with regard to conducting candidate elections in the upcoming years. She explained that, as a result of Senate Bill 100, the County Elections Administrator has stated that it is not feasible for the County to continue to contract with local entities to conduct their elections in May of even - numbered years. As a result, the City must consider purchasing the necessary equipment to conduct their own elections if the city chooses to continue to hold candidate elections in May of each year.
