HomeMy WebLinkAbout1991-11-11 (special called)MINUTES OF A SPECIAL MFE1TNG OF THE EULESS CM ai NOVEMBER 11, 1991 CALL TO ciRceR 1991-228 A special meeting of the Euless City Council was called to order by Mayor Harold Samuels at 5:50 p.m., on Moray, November 11, 1991, at the Midway Recreation Center, 300 West Midway Drive, Euless. Those present were Mayor Harold Samuels, Mayor Pro Tem Mary Lib Saleh, and Council Members Frank Douglass, Tedd Smith, and Peter Staks, Councilman Bobby Baker was not present. Staff renters present included City Manager Tam Hart, Assistant City Manager Fay Godbey, Assistant to the City Manager Steve Norwood, and City Secretary Susan Crim, APPFENAL, ITSOIDTIGN NO. 91-775 Councilran Frank Douglass moved to approve Resolution No 91-775 canvassing the returns and declaring the results of a special election held in the City of Euless on November 5, 1991, for the adoption or rejection of proposed amendments to the Euless City Charter as follows: Proposition No, 1 Article II of the City of Euless Charter shall be amended to reconstitute the city council to provide that it shall consist of six (6) council members and the mayor, that council places five (5) and six (6) shall be filled by regular city election in 1992, that the mayor shall be a voting member of the council in all ratters, that five (5) members of the council, or four (4) members thereof and the mayor, shall constitute a quorum, that the affirmative votes of at least four (4) members of that quorum shall be needed to adopt any ordinance or resolution, that the terms of office of the mayor and council places two (2) and (4) shall be three (3) years to be commenced by the regular city election in 1993, that the terms of office of council places one and three shall be three (3) years to be commenced by the regular city election in 1992, and that the terms of office of council places five and six shall be three (3) years to be ccmmenced by the regular city election in 1994. 1,296 For the Proposition 304 Against the Proposition Proposition No. 2 Article II of the City of Euless Charter shall be amended to authorize the Euless City Council to enact, by ordinance or resolution, exceptions to the requirement that contracts shall be signed by the Mayor of the City of Euless. 1,076 For the Proposition 493 Against the Proposition 1.991-229 SPECIAL COUNCIL FLEETING NOVEMBER 11, 1991 PAGE 2 Proposition No. 3 Article 11 of the City of Euless Charter shall be amended to permit the enactment of ordinances upon consideration and reading of the descriptive caption of such ordinance at a single open meeting of the council when approved by five (5) or more aye votes. 1,032 For the Proposition 531 Against the Proposition Proposition No. 4 Article II, Section 2 and Article III, Section 3 of the City of Euless Charter shall be amended to require that candidates for election to the office of mayor and city council be registered voters. 1,486 For the Proposition 97 Against the Proposition lnposition No. 5 Article VII and Article VIII of the City of Euless Charter shall be amended to provide that the City of Euless may invest any city monies in accordance with council adopted policy and state law. 1,090 For the Proposition 495 Against the Proposition Proposition No. 6 Article X, Section 2 of the City of Euless Charter shall be amended to empower the City Council to delegate final authority over platting or subdividing land to the Planning and Zoning Commission by and hearing, with opportunity to respond, be removed from office by the unanimous vote of remaining council merbers for official misconduct or iDoompeten(y. 1,314 For the Proposition 294 Against the Proposition SPECIAL COUNCIL MEETING 1991 --230 NOVEMBER 11, 1991 PAGE 3 Proloosition No. 8 Article XII of the City of EXile s Charter shall be amended to provide that a mayor or council member removed from office for official nisconduct or incompetency shall not be eligible for re- election to the same office for two years after the skate of rural. 1,396 For the Preposition 194 Against the Proposition Proposition No. 9 Article XIII of the Euless City Charter shall be amended to change the nane of the Parks and Recreation Board to the Parks and Leisure Services Board. 1,063 For the Proposition 493 Against the Proposition Proposition No. 10 The City of Euless Charter shall be amended to make the language gender neutral, in conformity with the drafting guidelines of the Texas Legislative Council. 1,199 For the Proposition 347 Against the Preposition proposition No. 11 Article I of the City of Euless Charter shall be amended to conform the provisions thereof to state and federal law. 1,346 For the Proposition 186 Against the Proposition Proposition No. 12 Article II of the City of Euless charter shall be amended to conform the provisions thereof to state and federal law. 1,326 For the Proposition 202 Against the Proposition Proposition No. 13 Article III of the City of Euless Charter shall be amended to conform the provisions thereof to state and federal law. conform the provisions thereof to state and federal law. 1,307 For the Proposition 197 Against the Proposition Proposition No. 15 Article VI of the City of Euless Charter shall be amended to conform the provisions thereof to state and federal law. 1,294 For the Proposition 205 Against the Proposition Proposition No. 16 Article VII of the City of Euless Charter shall be amended to conform the provisions thereof to state and federal law. 1,282 For the Proposition 212 Against the Proposition Proposition No. 17 Article IX of the City of Euless Charter shall be amended to conform the provisions thereof to state and federal law. 1,281 For the Proposition 209 Against the Proposition Proposition No. 18 Article X of the City of Euless Carter shall be amended to conform the provisions thereof to state and federal law. 1,278 For the Proposition 212 Against the Proposition Proposition No. 19 Article XI of the City of Euless Charter shall be amended to conform the provisions thereof Mayor Pro Ten Nary Lib Saleh seconded the notion. Ayes: Mayor Pro Tem Saleh, Council Members Frank Douglass, Todd Smith and Peter Stales Nays: None Mayor Samuels declared the notion carried.
