A regular meeting of the Euless City Council was r•a11ed to order by Mayor Pro
Tem M• -r"y Lib Saleh at 4 :15 p.m. on Tuesday, November 12, 1991, in the downstairs
Administration Building Conference Room. Those present were Mayor Pro Tem Lary
Lib Saleh and Council Members Frank Douglass, Todd Smith,, Bobby Baker and Peter
S taks . Mayor Harold Samuels arrived late. Preccounc.il discussion was held on
agenda items and other scheduled issues.

p.m., for the consideration of scheduled items.

CST OF 15 YEAR SERVICE PIN
Mayor Harold Samuels presented a 15 yeAr service pin to Clyde Cullen, Foreman in
the Public Works Department. Mayor Samuels also noted that Clyde, who was in
police uniform, is the first police reserve officer in the City. The Mayor
expressed appreciation for Clyde's years of dedicated service to the City.
ITE4 NO. 2: SPEC UAL PRESENTATION
Mr. Al Buckner, President of the DFW Writers' Workshop, presented letters of
appreciation to Rick Herold and Julia Wakeley. He stated that the organization
was formed in T1977, currently has over Ruth re,; e , and nests ond' Wednesday
evenings from 7:00 - 10:00 p.Tti. aC. the Ruth M.:. hican Center in Euless. Mr.
Buckner stated that the writers' group was grateful, for the efficient and
dependable efforts of Rick Herold and Julia Wakeley in assisting them in
arranging their meetings.

Authorize a minute order supporting Euless' commitment to accept $5,000 to
purchase five- gallon trees which will be distributed at no charge during

committee to oversee the establishment of the memorials for both Mr. Eden and
Mr. Sustaire.
Mayor Samuels recognized Mrs. Mazie Eden, widow of former Council Member and
Mayor Pro Tem Bob Eden, and family members who were present. Councilman Smith
read the resolution and Mayor Samuels presented it to Mrs. Eden.
Councilman Smith moved to approve Resolution No. 91 -773 establishing a memorial
to honor Bob Eden, former Councilman and Mayor Pro Tem of the City of Euless.
Councilman Douglass seconded the lion.

ITEM NO. 10: APE OVAL OF RES0UTT1C NO. 91 -774
Mayor Samuels also recognized Mrs. Maxine Sustaire, widow of W. M. "Black.e"
Sustaire, former Chief of Police and City Manager, and family members who were
present. Councilman Smith then read the resolution and Mayor Samuels Presented
it to Mrs. Sustaire.
Councilman Druglass moved to approve Resolution No. 91 -774 establishing a
memorial to honor W. M. "Blackie" Sustaire, former Chief of Police and City
Manager of the City of Euless.
Councilman Baker seconded the motion.

ITEM NO. 11: ACENCWIEDGE RECEaT OF ANNUAL INVES1MENT PEP= FY 90-91
Debra Forte', Director of Fiscal and Hen Resources, introduced Diana Ortiz,
Cash/Debt Manager, who presenter'. the City's Annual Investment Report for the
fiscal year ended September 30, 1991. She reviewed. the Portfolio Su dry,
Performance Summary and Interest Income Summary. She stated the City has taken
a positive step in adopting a formal investment policy providing guidelines for
a cash management program. While the primary objectives of his policy have
been achieved in the past fiscal year, the City of Euless will still he faced
with the challenge i.n the current fiscal year of maintaining current and
budgeted levels of interest income.
Mayor Samuels expressed the Council's appreciation for the performance of the
cash/debt management in the City's Finance Department.
Councilman Baker moved to accept the City's Annual Investment Report.

Councilman Staks moved to approve the second and final reading of Ordinance No.
1064 amending, renewing and exttendirg the franchise of Storer Cable TV of Texas,
Inc.
Councilman Smith seconded the motion.

Councilman Douglass stepped dam from the Council table due to a conflict of
interest in Items No. 13 and 14.
Mr. Milton Earle appeared before the City Council to request a temporary outside
sales perxit for a Christmas tree lot at the southeast corner of Main Street and
Harwood id.
Mayor Pro Tem Saleh roved to approve the request of Milton Earle for Christ
tree sales at the southpas t corner of Harwood and North Ada n in the Kroger
parking lot.
Councilman Staks seconded the motion.

TrEM NO. 14: APPROVAL OF TE OPZPY CLITECOR SALES PEWIT
Lions Club Member, Charlie Miller, requested the City Council approve their
request for a temporary outdoor sales permit for a Christmas tree lot on the
parking lot of the Midway City Park just North of Midway way Drive and off of Main
Street.
Mayor Pro Tem Saleh weed to approve the request of the Lions Club for Christmas
tree sales at the Midway City Park.

Mayor Samuels opened the public hearing to discuss amending the Comprehensive
Zoning Ordinance of the City to permit churches in all zoning districts with a
Specific Use Permit. Rod Tyler, Assistant Director of Development, explained
that currently churches are pe amittad in all zoning districts of the City.
The proposed amen nest would allow churches in all zoning districts but would
reQuire a Specific Use Permit. Planning and Zoning Commissioner Billy Owens
asked for a definition of % at is considered a church. Councilman Smith replied
that the intent of the Council in approving this amentlent is to regulate only
these structures that will be used primarily as a churdi and in no way to

ITIPf4 NO, 16: PUBEIC BEARING AND APPROVAL OF ORDINANCE NO. 1066
Mayor Samuels opened the public hearing to discuss amending the Compre_hensive
Zoning Ordinance of the City by permitting licensed pawn shops within 1 -1 (Light
Industrial) Zoning Districts. Rod Tyler, Assistant Director of Development,
explained that recent changes in State statutes have precluded the City from
regulating pawn shops through the use of a Specific Use Permit. The State has
said that a City :gust provide a zoning district in which pawn Shops are allowed
by a use by right. Thera were no Questions from the audience and Mayor Samuels
closed the public hearing.
Councilman Douglass mired to approve the first and final reading of Orr nance
No. 1066 amending Ordinance No. 347, the Comprehensive Zoning Ordinance of the
City by remitting licensed pawn shops within I--1 (Light Industrial) Zoning
Districts.
Councilman Baker seconded the :notion.

ITEM NO. 17: APPROVAL OF A SIGN VARIANCE
Mx. Tom Malone, representing White Swan Foods who recently moved their corporate
headquarters to Euless, requested a variance for the construction of a sign
along Fuller Wiser Road bearing the ccarpany's logo.
.Mayor Pro Tem Saleh noved to approve the request of White Swan for a variance to
the sign ordinance.
Councilman Douglass seconded the notion.

Mr. Hart asked the City Council to pass a Minute Order for emergency repairs in
the amount of approximately $20,000, on a drainage situation that is eroding and

Mr. Hart introduced Julia Wake' ey , Recreation Manager. Ms. Wakeley presented
the Council with a handout, "Spotlighting the Euless r.isure Services
Department." She reviewed the handout giving a brief description of each

employee and their jobs. Ns. Wakeley also briefly reviewed the activities of
the Parks and Leisure Services LepaL Lment. She stated the Leisure Services
Department strives to provide a year -round ce prehensive and safe leisure
program for all ages, It is their goal to provide the ways and means for
citizens to enrich the caa1it_y of their lives and to give the citizens a
,satisfying lei. sure experience, whether it be through athletics, structured
classes, special events or the use of recreational. facilities.
Randy Byers, Director of Public Works, reported that Dunaway Drive had been
completed, that Huntington should be complete within the next week, that
Wildwood should be complete within the next two weeks, and that Woodridge Circle
needed additional work an the south end, but that concrete was being pcured on
the north end and the entire street should be completed in the near future.

the City's crews working on Woodridge Circle, and he commended Randy Byers and
his employees for the gocd job they are doing.
d) City Council
mayor Samuels extended congratulations and best wishes to Jean Harris who will
be leaving the City of Euless an Friday, November 15, 1991, and joining the
staff in the City of Colleyville as City Secretary.
Councilman Douglass stated the Board and Cession Orientation was nice and it
was nice to see those who have continued to serve and to meet the new additions
to each :curd and. Commission. He c a ended the Street Department on the work
they are doing on the yrieus streets and wished Jean Harris the best in her new
job in Colieyvil1e.
Councilman Baker thanked the citizens of Euless for supporting the barter
changes. He stated he is grateful to have White Swan move to Euless and advised
that he presented the Player's Trophy to Bell High School on Friday, November 8,
1991, when Bell won the football game between Bell and Trinity High Schools.
Councilman Smith advised he had spent an evening with the Police Department and
had developed a new respect for the jobs done in that department. Mr. Smith
expressed what an honor it is for the Council, and Staff to honor such people as
Bolo Eden and W. M. "I3lack`i.e" Sustaire.
Mayor Pro Tem Saleh extended her thanks for the ov e..xWhe.lming support by the
citizen for the Charter. She thanked the Eden and Sustaire families for
attending the Council meeting and asked that t trey visit more often. MS. Saleh
thanked the Board and Commission members for taking their tie. to serve in these
capacities. She said "Happy 30th Birthday" to the Library, and thanked Julia
