Parks and Leisure Services Board
May 7, 2012
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on
Monday, May 7, 2012, in the Council Chambers of the Euless City Hall building by Chairman Eric
Owens. Other Board Members present: Carroll Scott, Darrel Knobloch, Randy Jones, Travis Riffle
and alternates Tiffany Smith and Carl Miller. Members absent: John Raab.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Randy Smith, Recreation Superintendent Michael
Davenport and Administrative Secretary Linda Lux.
Visitors present: Council Member Leon Hogg and Jan Hogg. Richard Stannard, Lynne Moffatt,
Randy Fonua and Yianni Mitrokostas.
INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the April 2,
2012 regular meeting. Randy Jones made the motion to approve the minutes as presented and
was seconded by Darrel Knobloch. The vote was unanimous.
I. Board Member's Reports
Carroll Scott — McCormick Park, Preserve at McCormick Park — reported some of the lights were
out under the bridges at North Main and also Fuller Wiser
Travis Riffle— Reflection Park, Villages of Bear Creek Park— reported no items of concern - but did
report a sinkhole between McCormick Park and the Preserve at McCormick Park
Tiffany Smith—West Park, Wilshire Park— reported no items of concern

Randy Jones - Midway Park, Blessing Branch Park— reported no items of concern
Darrel Knobloch - Bob Eden Park, Trailwood Park— reported no items of concern
Carl Miller—South Euless, Heritage Park- reported no items of concern
John Raab - Parks at Texas Star Athletic Complex — reported no items of concern (report was
emailed to Eric Owens since John was not able to attend the meeting)
Eric Owens—J. A. Carr Park, Kiddie Carr Park—reported no items of concern
Chairman Owens highlighted some Special Events for April and also for May:
• April 14th—Texas Trash Off—Villages of Bear Creek Park—250 volunteers participated
• April 28th & 29th—Arbor Daze—great event with 7,500 in attendance
• May 12th—Summer Open Park Party—to promote summer activities
• May 19th— Movie in the Park—Villages of Bear Creek Amphitheater
Chairman Owens thanked everyone for their reports tonight.
II. Volunteer of the Month
Chairman Owens presented the May 2012 Volunteer of the Month plaque to Lynne and Alan
Moffatt. Our May nomination is a couple that has been a part of our Family of Volunteers for
several years, and for the last several years they have organized volunteers from their church to
help pick up trash for the annual Texas Trash Off. Additionally, they volunteered for the 2005
Arbor Daze Festival and have been good friends to our city and department for several years. So
in honor of their generous and giving attitude, and their dedication to our department we would
like to recognize Lynne and Alan Moffatt as the May 2012 Volunteer of the Month. Lynne thanked
the Board Members and especially Jerry Poteet for the award.
Ill. Beautification Award of the Month
Chairman Owens mentioned that each year from May through October we do a residential and
business/civic/governmental Yard of the Month award.

Chairman Owens said the May 2012 Residential Beautification Award of the Month goes to Linda
Stannard at 803 Boxwood Court. This yard is beautifully landscaped with a variety of Columbines,
Cone Flowers, Snapdragons and Petunias at the entrance to the driveway and walkway from the
house. The property is well maintained and a great attraction to the neighborhood. This owner
takes great pride in the work that has been done in her yard. Thank you for helping to beautify
Euless. Mr. Richard Stannard accepted the award on behalf of his wife who had to work tonight
and thanked the Board Members for the plaque.
Chairman Owens said the May 2012 Business/Civic/governmental Beautification Award of the
Month goes to the Airport Freeway Animal Emergency Hospital at 833 Airport Freeway. They
have planted Knock-out Roses, Yellow Daylilies, Yuccas, Crepe Myrtles and Elm Trees along the
front of the building. The property is well maintained and a great attraction to the surrounding
businesses as well as to their customers. It is efforts like yours that make Euless a great place to
work and live. Thank you for contributing to the beautification of our city. They were not able to
attend the meeting so the plaque will be delivered to them.
IV. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for April 1st—30th:
• To tal man hours- 705.00

o 138.00 Forestry
o 60.00 Greenhouse
o 263.00 Special Projects
o 24.00 Training
• There were 13 trees planted and 6 tree related purchases
V. Adopt-A-Park-Applications
Chairman Owens said we received two applications for the Adopt-A-Park Program. The first
application is from Amy James and Girl Scout TrooOp #1735 to adopt the Villages of Bear Creek
Park and also the Preserve at McCormick Park. Ms. James was not present tonight for the
meeting. Darrel Knobloch made the motion to approve the application from Girl Scout Troop
#1735 to adopt the Villages of Bear Creek Park and the Preserve at McCormick Park and was
seconded by Carroll Scott. The vote was unanimous.

Chairman Owens said the second application received is from Randy Fonua and Boy Scout Troop
#342 to adopt the Parks at Texas Star Park. Mr. Fonua said the group uses this park quite often
for cooking out and the boys decided they wanted to adopt this park for their project. Randy
Jones made the motion to approve the application from Boy Scout Troop #342 to adopt the Parks
at Texas Star Park and was seconded by Darrel Knobloch. The vote was unanimous.
VI. Parks and Community Services Reports
a. Recreation Report—Michael Davenport
Recreation Manager Michael Davenport reported on the following:
• Thanked Lynne Moffatt for all her years of volunteer service
• Arbor Daze again a great success with about 7,500 people in attendance
• Summer timeline for pools to open and close and summer camp registration
b. Parks Report— Randy Smith
Parks Manager Randy Smith reported on the following:
• Color change outs and landscaping
• New shade shelter at Splash Island
• Arbor Daze—3,000 free Red Oak trees were given to attendees
• Thanked the Board Members for their help in the Parks Concession booth at Arbor Daze
c. Community Services Report— Ray McDonald
Director of Parks and Community Services Ray McDonald reported on the following:
• Also thanked the Board Members for their time in the Parks Concession booth
• Thanked Lynne Moffatt for volunteering for our department
• Surveying has been done on the south side of the Parks at Texas Star in order to add a new
parking lot. We hope to start work this summer.
• Showed pictures of various indoor and outdoor aquatic facilities and discussed the concept
that the city was working towards.

Chairman Owens thanked everyone for their reports.
V. Other New Business
There was no new business for discussion.
VI. Input from City Council Members and Visitors
Mr. Yianni Mitrokostas, a Bedford resident, said he has been an avid runner for 25 years and
Euless has the best trails and commended the city for having such great parks. He inquired if the
city had a recycling program and suggested that recycle bins be added along all the trails.
Staff said they would check with Chris Barker in the City Manager's office regarding the recycling
program.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:01 p.m.
