HomeMy WebLinkAbout2012-01-19 MINUTES OF A REGULAR MEETING OF THE ANIMAL SHELTER ADVISORY BOARD January 19, 2012 ITEM 1 — CALL TO ORDER A meeting of the Animal Shelter Advisory Board was called to order by Chairman Dr. Gayla Maas at 11:04 A.M. at the City of Euless Animal Shelter, 1517 Westpark Way, Euless, Texas 76040. The following members were in attendance: Gayla Maas, D.V.M. Leon Hogg Michelle Watson JT Ackerman Staff Support: Ron Young, Larry James, & Cynthia Daniel Citizen Attendance: None ITEM 2 — ELECTION OF OFFICERS Leon Hogg made the motion that the Board elect the same officers by acclamation. All approved by a vote of ayes. Ron Young explained that this item was added to agenda to try to be consistent with what the P&Z Commision and other boards do at their first meeting each year. ITEM 3 - REVIEW AND APPROVE MINUTES FROM MEETING OF OCTOBER 20, 2011 Chairman Maas asked if there were any questions regarding the minutes of October 20, 2011. Chairman Maas entertained motion to accept. Leon made a motion to approve the Minutes of October 20, 2011. JT seconded the motion. Motion approved. ITEM 4 - STAFF REPORT — SHELTER OPERATIONS Larry James reported that on December 9, 2011, Animal Control Officers Richard Boatright and Kenny Spargur completed 4 hours of continuing education on Customer Service. ASAB Meeting Minutes Page 2 January 19, 2012 JT reported that another Public Works' employee has expressed an interest in getting some animal control officer training. Larry is looking for some training classes to get employee started. JT commented on the amount of vacation time the Animal Control Officers have accumulated and don't have the opportunity to use. Also, looked at the overtime hours they put in and how having more staff would reduce the amount of overtime. Michelle offered to help if needed. Discussed the shelter's hours of operation. JT reported that Larry had looked into the number of calls and type of afterhours calls the shelter had received in a three week period. The shelter averaged three calls per day between the hours of 4 pm and 6 pm. Many of the calls were related to Fort Worth or were asking for information as to "where can I go for this" and were not really calls for service that couldn't wait or inquiries about adoption. Two Public Works employees that also help at the shelter have started logging that time to Animal Control business on their time sheets. JT commented that if they don't have the overtime documented, it's hard to justify the need for additional Shelter staff. JT said he's not ready to make a recommendation to change the shelter's hours of operation. Chairman Maas asked that staff continue to spot check and log outside of normal hours calls. Chairman Maas also commented that if the shelter hours were cut that the animals would still need care during that time even though the shelter would not be open to the public. ITEM 5 - SHELTER STATISTICS REPORT Chairman Maas noted that the animals picked up was down in 2011 compared to 2010. Compared statistic reports for 2004/2005 (prior to GAP Club involvement) and 2010/2011. Even though there were approximately 400 more animals picked up since the 2004/2005, the numbers of animals adopted and/or sent to rescue groups have increased since the GAP Club girls got involved. Almost 300 animals have gone to rescue groups. Shelter hasn't had to increase euthanasias or extend the hours of operation, the GAP girls deliver the animals to the various rescue groups and the GAP girls hold adoption events several times a year. Chairman Maas noted that approximately one animal per day is leaving the shelter. Approximately 100 animals went back to the owners. Ron stated that the shelter is trying to encourage as many adoptions as possible. ASAB Meeting Minutes Page 3 January 19, 2012 Ron said that the Deputy City Manager had expressed some surprise at the number of dogs euthanized over the last year as she was under the impression it was just a handful. Larry James has started to keep statistics on the number of old, sick, or citizen turn in requests for euthanasia the shelter receives. Chairman Maas said that some citizens with very infirmed dogs can't afford veterinary care so they elect to euthanize them. It is also more expensive for the citizen to have the animal euthanized at a veterinary clinic than to release the animal to shelter to be euthanized. Chairman Maas commented that the statistics show that the trend in what the shelter has done in the last five to six years regarding the number of euthanasias is that that number has been cut in half. More dead animals removed have increased because we keep encroaching on the wildlife and running over them. ITEM 6 — DOG DAZE PLANNING Dog Daze set for Saturday, May 12, 2012. ITEM 7 — CONSIDER DATES FOR 2012 MEETINGS Board members approved tentative dates for 2012 meetings. ITEM 8 — DANGEROUS DOG ORDINANCE OVERVIEW Distributed copies of the modified ordinance and an e-mail regarding the changes. Chairman Maas was not aware that the ordinance had been modified until Ron mentioned it at the previous Board meeting. JT explained that a request was made to bring it more in line with what other cities and states are doing regarding dangerous or vicious dogs, and that the changes were brought before the council in May 2011. The court will decide if a dog is dangerous and needs to be euthanized instead of the Animal Control Officers. Leon added that the new city attorney rewrote it so that the legal language would hold up in court. Chairman Maas expressed concern that some of the dogs impounded may not be deemed to be dangerous but are impounded anyway. Some dogs are caught in middle of a feud between neighbors and shouldn't be impounded until the court decision. She would like there to be a provision for home quarantine should it be deemed an acceptable facility by the Animal Control officers. JT said that the city's website will be updated with the modified version of the ordinance. ASAB Meeting Minutes Page 4 January 19, 2012 ITEM 9 — BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS Chairman Maas asked if anyone had an item to put on the next agenda. Chairman Maas mentioned a confirmed rabies case in Parker County in a dog. Commented that it is good that Euless keeps some kind of vaccination protocol in the books and on the record.
